Since 1st April 2013 this fund has been provided by the Council’s Revenues and Benefits Service. It covers what was previously Crisis Loans (for emergency general living expenses) and Community Care Grants (for independent living) delivered by the Job Centre.
The DWP will still deal with certain payments including:
Sure Start maternity grants
Cold weather payments
Winter fuel payments
Budgeting loans (Budgeting Loans will continue to be available until Universal Credit is fully rolled out. As people migrate across to Universal Credit they will have access to a new system of Budgeting Advances that will replace Budgeting Loans for Universal Credit recipients).
Short-term advances of benefit (Since April 2013 Crisis Loan alignment payments and other Crisis Loans paid due to issues with benefit will be replaced by a new national scheme of Short Term Advances).

Crisis Grants and Community Care Grants
However, they will no longer deal with community care grants or crisis grants, which are now administered by Shetland Islands Council.
Crisis Grants are intended to offer grants or in kind support in order to provide a safety net in an emergency when there is an immediate threat to health or safety.
Community Care Grants are intended to offer grants or in kind support in order to enable independent living, preventing the need for institutional care.

The funding that the Shetland Islands Council receives for administering this scheme is limited.
