Asset & network Management
The Asset & Network Section fulfils the client and roads authority functions as required by legislation. The Council in its role as roads authority manages and maintains all public roads in Shetland. To meet the needs of current and future road users it has powers to reconstruct, alter, widen, improve or renew any public road or to determine the means by which the public right of passage over a road may be exercised. Therefore, the Asset & Network Section is responsible for:
- Road Asset Management Plan
- Scots/APSE Performance Indicators Report
- Roads Local performance indicators
- Inspection of the road and safety inspections of the road network
- Maintenance and improvement of street lighting, safety barriers, cattle grids, road markings and traffic signs
- Planning and undertaking of roads resurfacing and surface dressing works
- Operation of the Scord Quarry
- Tendering for and organisation of construction of major road improvements and other civil engineering works
- Co-ordination of all road works on the public road network
- Road opening permits etc
- Inspection and survey of road condition
- Traffic orders
- Traffic Management
- Accident Investigation & Prevention
- Road Authority input for Planning Applications
- Disabled parking spaces
- Programming of road improvement schemes
- Winter maintenance (gritting and snow clearance)
