Scalloway Local Place Plan (September 2020)
The Scalloway Local Place Plan was adopted by Shetland Islands Council as non-statutory planning guidance on the 9 September 2020.

The Local Place Plan is supported by the Re-Create Scalloway Spatial Vision and Action Plan. These were published in May 2019 following the Re-Create Scalloway community consultation events and workshops that were held during 2018.
Local Place Plan – Background
Local Place Plans are a new type of plan which give people an opportunity to develop
proposals for the development and use of land in the place where they live. They
can be prepared by a Community Council or a community controlled body.
The Scalloway Local Place Plan is a pilot project that has been produced by Scalloway
Community Council who have worked in partnership with Shetland Islands Council Planning
and Community Planning & Development Services as part of the Re-Create Scalloway
project.
The Local Place Plan will be used by the Council’s Planning Service when they consider
planning applications and take forward the Council’s next Local Development Plan (LDP2).
Shetland Islands Council will continue to work with partners to take forward the priorities in the Local Place Plan, Spatial Vision and Action Plan. Much of this work will be led by the Scalloway Community Council and Scalloway Community Development Company.

Background to Re-Create Scalloway
In 2018 Shetland Islands Council received funding from the Scottish Government to develop a community-led future vision and action plan for the future of Scalloway.
A working group, made up of members of the Scalloway community, Community Council and Shetland Islands Council was established to lead the project. Consultants were appointed to undertake community engagement and produce the vision and action plan.
‘Re-Create Scalloway’ was adopted by the working group as the name for the project. It was suggested by children in the village following a competition in the Scalloway Youth Centre.
During 2018 events were held to promote community discussion on the future of Scalloway.
This included workshops in May and June, and then a follow-up event in November when the community voted on their priorities for the village.
Following the November 2018 events, the Scalloway Community Working Group worked alongside consultants and Shetland Islands Council to prepare the Spatial Vision and Action Plan for the Village. An awareness raising event was held in June 2019 to inform the public of the progress made to date and next steps.
Outcomes to Date
Re-Create Scalloway has provided comprehensive community engagement on the future of the village. This includes key village issues and how they can be addressed by people and organisations working together.
Methods to engage with the community have included questionnaires, workshops, drop-in sessions, website and newsletters. Engagement with young people was a key feature and workshops were held with primary and secondary pupils. Events were also held at the Scalloway Youth Centre and the 60+ group.
