Caring for our Community (2023)

We aim to reduce the number of children that are accommodated in residential accommodation outwith Shetland, as part of our overall improved performance for looked after children.

Numbers of children that are accommodated in residential accommodation outwith Shetland are very low, but increased from 0 in 2021/22 to ‘less than 5’ in 2022-23.  When children must be cared for in specialist facilities on the mainland Children's Services remain in constant contact to plan for the young person's return to Shetland. 

At the end of 2023, there were 40 looked after children in Shetland.   While a family or fostering placement may be considered preferable, on occasion the best place to meet a child’s needs is within a residential care home.  Shetland’s model of small group living helps replicate a family home environment.  In line with the aspirations of The Promise, all children who are looked after have remained in one placement, and most sibling groups have been cared for within the same home environment.  The service has promoted continuing care, and all young people entitled to continuing care have remained within their current supportive placements.  This ensures that young people remain settled and supported until they move into their own home.  The Throughcare and Aftercare Service provides ongoing emotional, social and practical support to young adults with care experience up to the age of 26 years.  This service is essential in ensuring that the transition to independent living is well supported.
